GCOE NCRS calls out ‘Fukuoka Appeal’ concerning government's budget screening (11/12)

The Global COE program of Novel Carbon Resource Sciences (NCRS) is trying to build a low-carbon society by using carbon resources environmentally-friendlily and effectively in line with a global community. Our program has successively implemented long-term internship in overseas institutions, international symposiums and joint research to build broad international networks.

Among diverse networks, the GCOE of NCRS has signed agreements for cooperation especially with 3 universities and 2 research institutions in South Korea, China, India, Indonesia and Australia, conducting close collaborative research and personnel exchange. In response to a budget cut decided under the Government Revitalization Unit last year, these 5 institutions and the GCOE of NCRS released a joint statement in Shanghai, China last December. Since a project of GCOE program was to be revaluated with the screening process last month, we reconfirmed the main point of the last year’s statement and drew up a statement to Prime Minister Kan on November 12th in Fukuoka, Japan.

Human resources are the key for Japan to survive without its own sufficient natural resources. Owing to the absence of natural resources, Japan needs to build human networks in neighboring countries to be ready for the future. This path is what the GCOE program as a whole is pursuing and each COE is making efforts for. As the chart demonstrates, we continuously collaborate with developing countries and resource-rich countries. Suspension of the program would diminish credibility of Japanese policy around the world. We would appreciate your understanding and continuous support for us.

This is a joint request for your kind attention to reconsider budget cut of the Global COE program.

 As you understand, promotion of advanced academic research and development of young scientists are common issues in the world. Global COE program has achieved excellent outcomes of fostering young researchers from Japan and other countries, and we are convinced that these capable youth will lead the next generation and build the future.   

 We understand uncertain outlook for the Japanese economy has put you under pressure to reduce expenditures. However, budget cut on education and research activities including the Global COE program will cause future crisis of Japan. Furthermore, it is a great disappointment for us; research institutes of all countries involved which are willing to advance together with Japan.

 Last year, we expressed opposition to budget cut of Global COE in the Shanghai statement on 11th December 2009. We confirm our continuing support for the statement.  

 We sincerely hope the understanding of Japanese Government to continue the adequate financial support to Global COE activities. We assure you our continual best efforts to successfully accomplish the Global COE objectives.

Joint Research on Upgrading Technology of Kuwait Heavy Crudes starts (FY2010-2012)

Kuwait Institute for Scientific Research (KISR) is a general research institute which conducts basic reserch centered on petroleum, the main products of Kuwait, as well as observation of earthquakes and climate change. Recently, a joint research on transferring of petroleum desulfuration technology for Kuwait was agreed to be started. From Japanese side, JX Nippon Research Institute and Kyushu University participate as part of projetcts of Japan Cooperation Center, Petroleum (JCCP), and from Kuwaiti side, KISR joins in cooperation with  Kuwait National Petroleum Company (KNPC). This project is scheduled to be implemented from FY2010 to FY2012. The signing ceremony for this project was held in Kuwait on November 1, 2010 by executives from JCCP, JX Nippon Research Institute, Kyushu University, Japanese Embassy in Kuwait, KSIR and KNPC. From Kyushu University, Prof. Emeritus Isao Mochida, who is the key figure for this project, and Prof. Nagashima, who is the leader of our COE attended. Prof. Nagashima made a speech in the ceremony, and the scenes of this ceremony was reported on local newspapers and TV news shows in Kuwait.
